PEAR’s mission is to provide a voice for people in the adoption community, primarily adoptees, former foster youth, and first families, as well as adoptive parents advocating for ethical reform. It seeks, as its goals, to ensure that those in the adoption community are provided:
- access to resources and education on the policies and practices within adoption, both internationally and domestically, so that prospective adoptive parents can make wholly-informed decisions about whether or not to adopt; so that adoptive parents can provide appropriate care for adopted children; so that adoptees, former foster youth, and first families can be made aware of their rights and access advocacy;
- a system that is transparent, ethical, economical, and respects the rights of families of origin, the laws of governments involved, the adoptive and prospective adoptive parents, and, most importantly, the children;
- a choice of adoption and foster professionals that operate legally, ethically, responsibly, and in the interest of the adults and children they serve;
- official representation before the bodies that govern and oversee adoption providers;
- advocacy for rights and resources as outlined by regional, national, and international entities; and,
- access to support services and resources post-placement for adoptive and foster families, as well as adult adoptees and foster youth and families of origin.
